Reviewer queues are clearance-gated. SECRET+ items require two-person review by default; clearance levels and need-to-know rules are inherited from your existing identity provider.
Every action — view, classify, override, export — joins an HMAC-chained audit log. Inspector-general teams export evidence packs as signed PDFs with the raw chain attached.
